Overview

Kelsey O'Hollaren is an assistant policy researcher at RAND and a Ph.D candidate at the Pardee RAND Graduate School. His research interests include housing policy in urban areas, informal drug markets and their impact on the labor and educational outcomes of vulnerable populations, and wealth-building initiatives in low-income and minority communities.

Prior to joining Pardee RAND, he was a lead analyst at IBISWorld, Inc. where he researched residential and commercial construction markets in the United States and Canada. He served as co-chair of the company’s Risk Team, maintaining and forecasting an internal data set of economic indicators. He has a B.A. in economics from Seattle University.
