Brian Phillips is a senior quantitative analyst at the RAND Corporation. His research spans a wide range of policy areas including education, workforce development, labor markets, and demography. Recent projects have included educational program evaluations utilizing experimental, quasi-experimental, and mixed (quantitative/qualitative) methods; analyses of a diverse array of workforces in the public and private sectors; and work related to COVID-19 including on testing programs in K-12 schools and an initiative aiming to promote equitable vaccination. Prior projects have included economic impact analyses, work on health care costs and utilization, and research on transportation infrastructure including a congressionally mandated report on U.S. aviation infrastructure.
Prior to joining RAND, Phillips worked for several committees of the U.S. Congress, most recently serving as a senior policy advisor for the Joint Economic Committee. He earned his M.P.A. in economics and public policy from the Princeton School of Public and International Affairs and his B.A. in political science, history, and Hispanic studies from the University of Pennsylvania.
