RAND-Qatar Policy Institute (2003-2013)
RAND and Qatar
The RAND Corporation's involvement in Qatar dates back to the early 2000s, when RAND began a series of projects for Qatar's government and thought leaders on a range of public policy issues. RAND and the Qatar Foundation formed the RAND-Qatar Policy Institute in 2003 with two missions:
- make the full scope of RAND's analytic resources available to decisionmakers in the Middle East, North Africa, and parts of South Asia
- build the capacity of Qatari individuals and institutions by offering work and training experiences that expose them to RAND's style of policy analysis.
RQPI helped government, nonprofit, and private sector institutions across the Middle East, North Africa, and South Asia tap into RAND's renowned expertise. Research projects at RQPI focused on education, health care, energy, security, and many other issues of domestic policy concern, utilizing numerous core capabilities:
- strategic planning
- program evaluation
- risk and technology assessments
- cost-benefit analysis
- choice modeling.
On December 31, 2013, with the successful completion of the decade-long agreement, Qatar Foundation and RAND wound up the RQPI partnership. RAND nevertheless remains active in helping policy leaders throughout the Greater Middle East think broadly, plan systematically, and execute ideas effectively.
RAND has a deep history of working hand in hand with policy leaders across the region as an objective, trusted advisor. RAND leverages its offices around the globe and its worldwide pool of analysts to conduct numerous projects for Greater Middle East clients who need objective analysis and effective solutions based on evidence, driven by data, and grounded in facts.
Our People
RAND's experts have established and maintained deep relationships with policy leaders throughout the region. Our staff includes nearly 1,000 analysts, sixty percent of whom have a Ph.D. or M.D. Nearly a third more hold other advanced degrees.
With backgrounds in government, academia, and industry, our people represent an exceptionally broad range of disciplines. They combine theory with real-world experience. Their regional expertise spans every continent. Many are multilingual, collectively speaking or reading nearly 50 languages. They are dedicated to their work and to helping clients realize their ambitions.
