As the U.S. health care system shifts from volume-based to value-based care, measuring quality of care to determine value has become more important than ever. However, quality measures are ultimately useful only to the extent that systems, providers, and consumers can use them to improve health.

RAND researchers have made foundational contributions to the field of quality measurement. For example, RAND developed health status measures, which allow valid comparisons among different interventions, and (with UCLA) a method for determining appropriateness of care that is still in use worldwide.
