Reprint Permissions

All requests from publishers, instructors, or authors to use material published by the RAND Corporation must be submitted in writing to either the Copyright Clearance Center (CCC) or to the RAND Corporation's permissions manager. *

The Copyright Clearance Center is authorized to handle some permission requests for the RAND Corporation. Contact CCC by phone at 978-750-8400 or by fax at 978-750-4470. Once permission is granted in writing from the RAND Corporation for a specific use, it must be acknowledged that permission was expressly granted by the RAND Corporation, Santa Monica, CA. The RAND Corporation must be cited as the original source and copyright holder, along with the title and year of publication followed by the words "Reprinted with permission."

Reports funded by the Bill & Melinda Gates Foundation are published on "Open Access" terms, under the Creative Commons Attribution 4.0 Generic License (CC BY 4.0) or an equivalent license. All users of the publication are permitted to copy and redistribute the material in any medium or format and transform and build upon the material, including for any purpose (including commercial) without further permission or fees being required.
