Infrastructure, Immigration, & Security Operations Program (IISO)

The Infrastructure, Immigration, & Security Operations Program (IISO) supports eight operational organizations inside the Department of Homeland Security (DHS) with strategic and operational planning and analysis on infrastructure security and resilience, immigration policy and enforcement, and law enforcement and security issues.

DHS sponsors of IISO work include:

  • Cybersecurity and Infrastructure Security Agency (CISA)
  • Federal Protective Service
  • Transportation Security Administration (TSA)
  • U. S. Coast Guard (USCG)
  • U.S. Citizenship and Immigration Services (USCIS)
  • U.S. Customs and Border Protection CBP)
  • U.S. Immigration and Customs Enforcement (ICE)
  • U.S. Secret Service

IISO also supports U.S. and international government, private-sector, and non-governmental organizations across the Homeland Security Enterprise.

IISO seeks to strengthen the security and prosperity of the United States, including the resilience of infrastructure and movement of people, goods, and services, by analyzing and identifying solutions to address risks posed by emergent threats and hazards, including physical, criminal, economic, environmental, and cyber-enabled threats.

IISO also assists decision-makers by helping to develop strategy, policy, and operational capabilities for maintaining domain awareness; executing security, safety and enforcement operations; and screening and vetting more effectively, efficiently, and equitably in operational settings, such as at airports, seaports, and borders, while preserving the civil liberties of citizens and residents.

IISO helps policymakers and planners form, evaluate, and improve immigration policies, as well as the services and enforcement and security operations involved in implementing them. This includes studying drivers for immigration, the impacts of immigration policies on individuals and communities, and the effectiveness of approaches to immigration enforcement and border security.

Additionally, IISO helps advance regulatory and policy frameworks and programs that contribute to successfully enhancing U.S. global competitiveness and strengthening efforts to meet the challenges posed by the ongoing great power competition.
